Confederation Heights Master Plan
To develop a Master Plan and Strategic Implementation Plan for 188-hectare lands at Confederation Heights, City of Ottawa, ON.
Fotenn Planning + Design is excited to announce that we have been awarded a contract with Canada Lands Company as the lead consultant to develop a Master Plan and Strategic Implementation Plan for 188 hectares of land at Confederation Heights, located within the City of Ottawa.
Canada Lands Company and Public Services and Procurement Canada (PSPC) are working together, in consultation with Indigenous Peoples, landowners, and a broad range of stakeholders, to develop a comprehensive Master Plan for Confederation Heights. The Master Plan will establish a vision for the site, which is expected to transition over the next 25 years from an automobile-oriented federal employment hub into a mixed-use, sustainable community.
The goal is to turn Confederation Heights into a complete community that provides employment, amenities, connections, and housing that will appeal to a wide and diverse population. The area’s history and context, including proximity to the Rideau River, National Capital Commission parkland, and planned public transit infrastructure, will shape the Master Plan and address aspects such as land uses, building heights, densities, site design, sustainability, housing, parks and open space, heritage considerations, as well as pedestrian, cycling, transit and vehicular connections and wayfinding.
On November 23rd 2023, Fotenn Planning + Design facilitated two in-person public workshop sessions on the 3 concept plans developed to obtain feedback on the work completed to date. The session was hosted by Canada Lands and PSPC at the St-Elias Centre in close proximity to Confederation Heights. The team is currently in the Options Development stage of the project. Following extensive site analysis and stakeholder engagement, Fotenn prepared three concept themes to explore a range of options for the future of the site. These concept plans explored new mobility networks, open space systems, heritage design approaches and land use and density. Through summer/fall 2023, the concepts have been reviewed by stakeholders, technical experts, the City of Ottawa and NCC’s Joint Design Review Panel, and members of the public. The project team is currently consolidating this review and analysis in anticipation of proceeding towards a Draft Master Plan in 2024.
