Youko is a bilingual Principal, Planning and Development in Fotenn’s Kingston office with broad experience in land use planning and development and policy projects. Youko maintains a balanced portfolio of projects in urban and rural municipalities throughout Eastern Ontario. Having provided municipal planning services for rural municipalities, he is familiar with development in a wide range of contexts. Youko takes a collaborative approach to land use planning, aimed at working with stakeholders and clients to achieve outcomes that are in the public interest.

Youko’s experience includes applications for official plan and zoning by-law amendment, site plan control, draft and final plan of subdivision and condominium, various committee of adjustment approvals. He has been qualified to act as an expert witness before the Ontario Land Tribunal (OLT) and its predecessor, the Local Planning Appeal Tribunal (LPAT).
