A multipurpose, multiprogram hub with onsite housing and day programs.

Fotenn was retained as part of a multi-disciplinary team to process development applications to permit a new Salvation Army facility with supportive housing, an addictions rehabilitation program and 140 shelter beds, centred around a hub with day programs.

The site is an interior site with narrow frontage on three streets, including Montreal Road, an evolving traditional mainstreet. The project attracted significant community attention due to the shelter component, and Fotenn assisted with community engagement.

Fotenn worked with the client and project team to refine the design and prepare and manage Official Plan Amendment (OPA) and Zoning By-law Amendment (ZBLA) applications to permit the shelter use and to permit a design which fits well on the site and works well with the intended program uses.

Following approval by Ottawa City Council, the OPA and ZBLA were appealed to the Local Planning Appeals Tribunal (LPAT). Fotenn provided professional planning evidence at the LPAT hearing in support of the applications.
